Which is the best to promotiom and ads?

Facebook is better. You can create campains and build users easily. Twitter allows for it too but given facebook has a comparitively very large user base it is the best

Since people tend to use Facebook more, you could have ad campaigns running on that.
You could do the same on Twitter or you could just use Twitter for redirecting visitors to the Facebook page.

In my opinion Facebook is better.
