I think that depends on your requirements which you wants your framework to do in PHP. As per my experienced CodeIgniter is good but Zend will make you a better developer, it's very well written and easy to use.

Codeigniter is the best and suitable one for beginners.If you know Object oriented concepts than you can use zend also.It will helps you to find out your query.

I also think it depends on your requirements, wants to PHP framework. Regarding my well seasoned, Zend, but will make a good CodeIgniter developer, it is very well written and easy to use.
