what if we fill the comments on the blog , whether it could be categorized quality backlinks though the blog has a PR of 4 and above ?

Does adding wiki outside links help with page rank at all? Some say they are nofollow links and do nothing...

I agree with all mentioned points except the 2. As we all know from long back their is no Google update, so it won't be worth to consider this point before deciding whether we should place a link or not to a particular website.
