A dofollow link will pass the SEO strength, or "PageRank" of the page to the site that it links to. A nofollow link, in theory, will not do this. That's the main difference between the two.

They do care about them, that's is why they introduced those. But, that doesn't mean that you should only focus on "follow" link (as they carry juice), there should be an adequate balance of follow and nofollow links, so it looks more natural.

You can identify with inspect element and there you can see it's nofollow or dofollow and there is also extension is available for it. you can install the extension on your browser to check dofollow and nofollow links.
