There is simple difference , SEM and SMM are both paid marketing platforms.

SEM- In SEM we use different tool to create ads/campaigns, we can create multiples campaigns for multiple locations/services and we can target right audience and we can also get ROI, whereas

SMM -In SMM you can only create adds/campaigns, but you can’t expect business but we get branding.
