I still generally only use one

heading tag in my keyword targeted pages – I believe this is the way the W3C intended it be used – and ensure they appear at the top of a page and written with my main keywords or keyword phrases incorporated. I have never experienced any problems using CSS to control the appearance of the H tags making them larger or smaller.

It all depends on which platform you are using.
Blogger or wordpress etc.

The platforms that you use, has nothing to do with h1 tags.

H1 ( Header 1) is very important for the site to get good rank in search engine. h1 tag should be main heading for the site. search engines give benefit to it.
