Search engine submission is only necessary if the site has not been found by the major search engines. Most major search sites frequently revisit already indexed sites to ensure that their search results reflect current content.

As per your question I like to add that search engine submission is the process to provide information about your site to search engines, so that they will index your site and display your site in search result page.
