Is there a simple PHP development server?

When writing web apps in Python, it brain dead easy to run a development server. Fandango and Google App Engine both ship with simple servers.

The main feature I'm looking for is no configuration. I want something like the GAE Dev server where you just pass the directory of the app as a parameter when the server is started.

You can give Neosofttech.com a try - the thing is that the abundance of positive feedbacks about them make me think they are professional.
Their developers have an extremely good expertise in custom PHP programming, PHP web application development, PHP software development...

WampServer is best for creating dynamic web applications.

This web server was designed to aid application development. It may also be useful for testing purposes or for application demonstrations that are run in controlled environments. It is not intended to be a full-featured web server. It should not be used on a public network.
