Why doesn't Google use the keywords meta tag?

If meta keyword tag are not used in website ranking then Does this mean that Google ignores all meta tags? So, Where we can use the keywords ?

In those days, keyword meta tags quickly became an area where someone could stuff often-irrelevant keywords without typical visitors ever seeing those keywords. The layout is fine in my opinion. Categories on the left, popular videos on the right. It works well. It allows people to jump around different documentaries easily.
