Depends what you want to achieve and how experienced are you with photo editing software. Top quality editing requires great skill. In order to master Photoshop first 6 months in graphic school you learn just basic Photoshop skills to be able to work with it.
So if you are beginner than Picasa will do the job.

Professional photographers use mostly Aperture - that is Mac software and they use almost exclusively Macs. I read somewhere that 90% of top photographers use Aperture.

I think Adobe Photoshop is the best software for editing pictures. If you have no idea how to use them, watch a tutorial on YouTube, where you will learn all the basic commands of Photoshop like Image editing, background pages.
