Google panda was a change to googles search results ranking algorithm that was first released in feb 2011. The change aimed to lower the rank of low quality sites and return higher quality sites near the top of the search results.
Google penguin is launched in april 2012 to better identify and regulate websites that were considered as spammy or overly optimised.

It appears that Google's goal with all of these algorithm changes (Panda, Penguin, and Hummingbird) is to encourage webmasters to publish content that is the best of its kind. Google's goal is to deliver answers to people who are searching. ... Hummingbird really is different than Panda and Penguin.

The first thing you need to know is that Google Penguin only deals with incoming links into a website (also known as “backlinks”). In other words, it looks at which sites are linking to you, not which sites you are linking out to.
