Removing backlinks pointing to your website is a step by step process
First you have to make the list of all the backlinks pointing to your website, you can take help of webmaster and AHREF and other backlink tools
Once you have a list of all potential bad backlinks you can proceed further to ink removal
you have to make a list of links that are pointing from individual websites than compose a email to the webmasters of all those websites , request them to remove the link that is pointing to your website ( Note:- Give a reason of why they have to remove that link)
wait for some days and after that you can disavow all the remaining backlinks that are pointing to your website

In some cases if you feel like that you website is hit by spammer and huge number of backlinks are pointing to a specific page , you can simply delete that page
To remove links from your own website you must just deleted that page and put 301 redirect
