You can also use WordPress platform to develop your application. WordPress is very easy to use and even the programmers with zero programming skills can easily use it. But if you want to create a unique application from scratch then you can either hire developers to do that or you need to learn HTML and CSS to develop the design of your application but with HTML and CSS, you also need another language to develop the functionality of the system. For developing the functionality, you need to choose one language from PHP, .NET or JAVA.
