Keyword stuffing is a term related to SEO. A website content should have 2-3% keyword density which means usage of target keywords in website content should be 2-3% and not more than that. But few users doesn't bother about the rule and put a bunch of their target keywords. which is termed as Keyword stuffing.
This will lead to web spam and may lead to website penalize.
