I think it is not so important what tired backlinking is I mean google can give you the answerer right away. It is more important to understand WHY tried backlinking is done.
The goal is to get as much search engine bots as possible to you website without getting penalized. So the bots have to visit your site through a lot different sources. These sources (Tier-1) itself must be as valuable as possible (Domain Authority, Page Authority, Majestic trust and Citation etc.) so these need backlinks as well. These back links doesn't need to be so valuable but their must be a few to get the already mentioned Search engine bots (Tier-2). So these Backlinks could be more spammy and more in quantity, but not 100% junk.
So that was a small insight of a 2-Tier back-linking scheme.
