Spamming the Search Engines: Is This Possible?

I recently came across a phrase in these forums and this is all about “spamming the search engines”. I am pretty much aware of the fact that spamming is not beneficial to any site or webmaster out there in the online world these days. It is also one of the grounds for being blacklisted, banned, and worst of all being sandboxed by the search engines. If this is the reality, then why is it that there are still a lot of search engine spammers being reported? What do they get from doing this whole matter? Is it true that some of those who submit links, articles, and websites to search engines unknowingly do some spamming activities?
