drug addiction research paper I went to little European countries where addicts are prescribed pharmaceutical heroin. Their ER's do not have daily OD mortality, raging HIV, Hep C ,staph infections. Streets are cleaner and safer, 24/7, than most of our cities in USA.You would think we might want to learn how other countries promote sobriety without promoting drug wars.
