1. Link farm - it refer to a site have little pages but with volume out bound link. It is quite obvious to tell search engine its try to manipulate SERP. Link wheel - it is involve social media site, and cross linking with couple of targeted site. Social media is trusted domain, SE trust it as natural sharing.
2. Google only take count to quality link, quality link is depend on the content and individual PR, so crap link has no value to boot up SERP, regardless of link wheel or link farm links.
3. Link wheel is more effective, as it is encourage user sharing.
