Cloaking was ultimately created to shorten links, which then turned into hiding links such as affiliate links. Users seem more inclined to click on a link without knowing it's an affiliate link than if it was an affiliate link. Also, cloaking is beneficial for tracking purposes on specific campaigns for products/services.
