I agree with this 100%. I will add some more information related to the 4th point.
You can build quality backlinks by commenting on authority websites as a guest and putting links to your website on your comment, you should do that a lot, however your comments need to be authentic and not spammy.
You can, in fact you need to have a strong Social Media Presence too, you should build audiences on the main social networks (Facebook, Twitter, Google+...) and share your content there as much as you can. Again you need to publish good content and to target interested users.
