There is no thing like best language for web application. Your decision will be influenced however by framework, Scope of work, technical detail of the project (Scalability), tools available for you to work.

Languages can basically be sorted into two categories: Interpreted and Compiled

Interpreted Languages
PHP, Python, Ruby, Javascript

Compiled Languages
Java, C#

You can’t really say there is a best language because each language is unique. The best language for you is probably going to be whichever one you already know the best. If you’re a complete novice, PHP will give you the most results in the shortest amount of time.

Ruby — Ruby is best known for their framework, Ruby on Rails. Ruby is similar to Python, and is a good choice for creating Domain Specific Languages. No one will tell you for sure, as the programming market is unpredictable. Still there are some latest trends and tendencies telling us what language will be demanded in next 3-4 years, and I bet Python will become more and more popular every day.
