Where is your target audience based?
What are the objectives? Do you have an online store to do conversions? What will be the measure of effectiveness? How will you gauge the outcomes? Once you have answered these questions, you'll have a sample profile of your target audience and a rough action plan. Based on these short list platforms you can target. I would have narrowed my list down to the following in first step: Facebook, Twitter, Linkedin, Pinterest and so on.
