Should I use a long tail keyword?

Some peple say that a long tail keyword is a kind of keyword stuffing.
(Will I be penalized by SEs,if I use it?)
But there are a lot of experienced SEO persons state that a long tail keyword is very useful, which will bring more PV and almost all the visitors are targeted ones.
