It will always depend on what kind of website do you want to create.
For a blog, newspaper, magazine: Wordpress For anything else, chose Joomla. Joomla development follows Model View Controller pattern that makes it better for programmers. PHP is best for advance people like programmers.
CMS is best for everyone even for a newbie. It's easy to use. Now choice is yours.
