What is the purpose of SEO and SEM to do?

Well according to me, SEM would include making use of search engines tools and technologies to increase your website presence and promote it further and SEO would be using methods to help rank a website higher in the search engines, in order to increase traffic to your site. I hope that helps, as there have been many discussions on these.
