Not perfectly correlated. But in general higher PR pages tend to rank better than low PR pages.

You should find some of the organic ways of building links rather using these tools. Organic links can build your site more authority.

These tools are for backlink checker or for creating backlinks.

The tools for backlinks are the tools from which the backlinks can be checked such as checker tool.

ok but i find that most of these tools are fake they don't provide quality backlinks??Please suggest me some relevant tool for backlink generation.

I would like to suggest you to do manually link building. Tool are not a good way for link building and your website could be penalized by google.
