i think ther are serveral points that can improve the website in mobiles search such as the responsive of the view and the speed of pages

There are several key point difference:
1. Mobile search may display more local result because they assume you're travelling in search of the things you typed in Google search.
2. Rankings for some websites are different, because Google change its priority in searching for compatible website when in mobile search.

There are others, but those two are what I feel most relevant with your question.

Yes, there are wide range of differences in Mobile SEO and windows desktop based SEO. Some of the features of optimization the description, content and activities differ in both of them..

I don't think there is any different but i guess mobile optimized website will rank well in search engine for query done from mobile browser

Mobile websites no more useable now. Everyone want to 1 in 2 i mean Window website + Responsive websites that automatically adjust in mobile screens.

Nowadays mobile website is developing well. Because most of us using mobile for everything. so designing a mobile website and doing a mobile SEO is a better option for your business. It will improve your site ranking and it will bring more visitors.
