If you want to start from 0 then go for the w3school that is a good site to start with or you can also use dummieshtml

w3school helped out when I was starting...you can also try lynda.com....they have lots of video tutorial.

I found a good starting point was to create 2 small files in wordpad. One for a very simple HTML and the other CSS. I then started experimenting by changing the CSS.

W3 Schools is the best site to learn a certain programming language, with easy instructions for beginners and friendly UI.
