Hi,

The tool allows you to disavow unnatural inbound links for a domain verified in your Google Webmaster Tools. Specifically you can ask Google to ignore links you do not control if you believe they could be harming your website’s rankings.
Google’s link disavow tool is an advanced feature, recommended for experienced and well-informed webmasters. By removing good links you could impact your website’s ability to rank in Google. If you are certain that the links you are about to disavow are indeed a part of a link scheme and you do not control the links then this tool may be an option for you.

If you have spammy or low quality back links then you can remove them using disavow tool

We recommend that you disavow backlinks only if you believe you have a considerable number of spammy, artificial, ... Go to the disavow links tool page.

It is Google's tool and using this tool you can remove or delete all bad links which you had for your website.

Few things arouse such fear and trepidation as Google’s disavow links tool. But if your site has been affected by one of the Penguin updates, or if you’ve been given a manual action for unnatural links – or if you think you’re at risk for either of those – then you really don’t have much choice. (Unless you think Google is just lying about the whole thing.)
