Google penguin update is related to your backlink profile of your website and if you feel that, a backlink is not related to niche of your website you can disavow it. To improve your keyword ranking you can earn backlink from websites related to niche of your website to avoid such penalties.

You need to present your webpage and sitemap to the google website admin apparatus can make googlebot to record you webpage content

The Googlebot is simply the search bot software that Google sends out to collect information about documents on the web to add to Google’s searchable index.
Crawling is the process where the Googlebot goes around from website to website, finding new and updated information to report back to Google. The Googlebot finds what to crawl using links.
Indexing is the processing of the information gathered by the Googlebot from its crawling activities. Once documents are processed, they are added to Google’s searchable index if they are determined to be quality content. During indexing, the Googlebot processes the words on a page and where those words are located. Information such as title tags and ALT attributes are also analyzed during indexing.

Register your website to google. Submit xml sitemap. Then run backlink, submit the link to googe webmaster tool

You have to submit your site and sitemap to the google webmaster tool can make googlebot to index you site content.
GG usually index the site around 4-5 days.

submitting a sitemap is first step to index webpage and sharing that page to social bookmarking sites, google will crawl your site very fast, and it indexes your website.

For fast indexing of web page add webmaster tool create sitemap and submit to google in web master tool. Fast Indexing of web page is depend on many factor like how much that page update regularly and no of backlinks and visitor on that page daily

It's very simple. Do add your blog or website in webmaster and submit the sitemap to them and it will crawl your blog or website.
