I personally use Ezine articles. They are High PR and really quick on approving. I just take my blog posts and make an article to promote the content I am writing. It is more to get the visitor directly from the article than the backlink. The backlink is just an added bonus.

article submission is useful but need to submit an unique article and not to copy or paste it from anywhere else.
