Obviously ON Page. On page is the important factor in seo. Without on page we can't promote our site.

On-page is more important than Off-page and it is one time seo activity. The basic on-page activity includes adding Title, Keyword and Description meta tags on website. Besides it, link structure is also part of on-page SEO.

On page and off page both are important for any website. On page helps to increase quality of your website. In on page optimization, we make changes to our websites source code. But in off page optimization, we use other websites to post our website related contents to get backlinks. Which is helpful to getting visitors and PR juice.

Both are important. On page is one time activity and off page is long time activity. Off page is used to increase traffic on the site and thus ranking also get improved. Through on page you can submit unique content on your site and can fetch more visitors on site.

I focus more to on page optimization of my website. Off page is also important factor but on page is the first step, off page comes afterward.use good on page optimization for your website to increase quality of your website.check factors as title tags, meta tags, site map, robot.txt etc......

the answer is really both, as you noted. But if you could only have one, it would be on-site, starting with decent and fresh content, and then moving on to standard SEO practices (meta tags, keywords, etc.). But it is really a two part exercise, and you will have difficulty organically growing site traffic without some off-site SEO
