A lot of what is known as black hat SEO actually used to be legitimate, but a few people went a bit overboard and now these techniques are frowned upon by the general SEO community at large.

There is no way to reconcile those two statements. If Google sees someone at number 4 that they want at number 1, they can remove the number 4 result with their manual spam filter, and then manually insert it to number 1.

Black hat SEO consist of link building like keywords stuffing, hidden texts, making redirects and irrelevant links to the site which is totally illegal in the eyes of search engines. Black hat offers instant rankings to keywords and which are temporary and after that drops down the web page in search engines in very short time.
