The meta tags are a important part of the HTML code of your web page.we read it by the search engines but it is not displayed as a part of your web page content. Usually they include a concise summary of the web page content and you should include your relevant keywords in them.

If you write description in meta tags it will appear in search engine results. Meta title and meta description these two are very important.
meta name and meta description both should related to website content. If it is not matched with website content then it is a spam.
