PPC is Pay Per Click, it its the term used to describe the type of advertising that you do with adwords. CPC is cost per click, it is the amount you pay for click on your ad.
PPC and CPC are often used interchangeable within the advertising community, however generally speaking PPC is used to describe the type of advertising program you are running. CPC, which stands for cost-per-click, is usually used in communicating what you are actually paying per click within your advertising program.

PPC is Pay per Click and refers usually to the system of buying ads like "it's a PPC network" or "we sell on PPC bases".
CPC is the Cost per Click and is used for describing the metric - how much are you paying for the click like in "we are bidding 1 USD CPC at maximum".
The PPC network has often a bidding system and the real CPC costs are different (lower) compared to your bid. The real results are usually evaluated in eCPC (effective CPC which means "real").
