This is very important tool for webmasters, sometime your competitors can build bad backlinks to your site. And there is no way to contact that website owner, But Dont worry, You can Disavow the backlinks,

Disavow link tool is a service available in webmaster. If you disavow some external links it means you don't want google to consider this link as external link to your site. this services is use to control the spam.
