Cross-linking - Cross-linking is a process of linking among two websites. It is a link building process to build link and refers to the process of linking between two sites & Cross-linking helps to increase PageRank.

Cloaking - Cloaking is a technique used to deliver the content on a Web page to a search engine in such a way that different content than what is delivered to a regular human user appears on the search engine. The goal of cloaking is to boost a website's search engine rank on certain keywords.

The function of Cross linking is to refer the process of linking one site to another site and provide a way to allow the accessing to it. It serves the purpose to display the page on the search engines using search engine optimization techniques and methods and also the site ranking is calculated on the basis of the relevance of the sites and then it is reflected on the search engine.

SEO Cloaking is a technique used to deliver the content on a Web page to a search engine in such a way that different content than what is delivered to a regular human user appears on the search engine. The goal of cloaking is to boost a website's search engine rank on certain keywords.
In cloaking, the search engine and the user are literally not on the same page. Therefore, both the user and the search engine are being deceived.

In simple words- "Cross-linking" means link recycling- Home Page you're the word which targeted in your next web page or services. you can put the link on it.
Cloaking is Black Hat SEO strategy which is bad for your site. It is the system in which the substance displayed to the web crawler bug is unique in relation to that introduced to client's program.
