What is the difference between Builder or Real Estate Developers?

What is the difference, if any, between a home builder and real estate developer?

A builder merely needs to build the property. The developer finds the property, has the vision, comes up with the money or financing, and sells the properties.

A real estate developer may or may not have anything to do with homes. A developer takes undeveloped or under-developed land and goes through the governmental and physical processes to build something on it. That only means building housing if they are a housing developer.

A real estate developer takes raw land, obtains the necessary permits, creates building lots, and place the water and electric lines, sewers, the streets and curbs. The developer will then sell these improved lots to builders so they can build speculative building or custom homes upon them.

I think ...real estate builder includes both the development of residential and commercial while home builder is only builds houses on contract basis...

Developers develop and builders build. That is, a developer takes raw land, obtains the necessary permits, creates building lots, and puts in the sewers, the water and electric lines, the streets and curbs. Then the builder comes in and erects the house.

A builder also can be a developer. In fact, many are. But building and developing are two distinct and different tasks. And nowadays, most of the larger housing companies buy "finished" lots, or "pads," from someone else.

Sewer are put in my Municipal department,
Electric lines by Electric department,
similarly for water, streets/roads.
they come under the jurisdiction of the government and is by no means build by the developer.

Well, a real estate developer usually prepares the land so that a home builder can build upon it. I think real estate developers will buy a large immature property.

a developer usually does both: prepare the land and build upon it.
