Some essential points, you need to check out in site before creating link.

1. DA of the site should be greater than 50

2. PR of the site should be above 4 or 5

3. Site should not be lack of content

4. The niche where you are planning to have back link should be relevant.

I have watch many google videos and mostly of them say to make natural backlinks, or making your valuable comments on forums(make sure you wont spam), guest blogging, doing favor to websites pf higher pg and asking them backlinks as return favor. I hope that make sense.

Now a day's back link is not much important to get more traffic and rank for keyword. If you want to create back link for your website then you have need to post quality and relevant content on web 2.0 sites.

Does adding wiki outside links help with page rank at all? Some say they are nofollow links and do nothing...

I agree with all mentioned points except the 2. As we all know from long back their is no Google update, so it won't be worth to consider this point before deciding whether we should place a link or not to a particular website.
