I don't know if google sandbox is still exist, after google pengiun 2.1 one of my website had lost ranking for some keywords. Now some of keywords are still in ranking but mostly haven't good rank.

The best way to deal with penalization is to disavow bad links. For some reason the forum doesn't let me link to it, but just google on "disavow backlinks" and you'll find Googles instructions on how to proceed.
