It's hard to say if blog commenting is still effective or not. At the very least, make sure you are commenting on sites with high page rank.

Now blog commenting playing a vital role. Now no-follow, dofollow ratio is important. Blog comment can balance the ration, because almost all blog comment links are no-follow.
