I think it can be beneficial if its done for the right reasons. A link exchange is one of the way to create back links and increase search engine ranking for website.Link Exchange is not a good practice. it is a black hat seo technique. Google not allow to follow any black hat technique.

It is beneficial if you exchange the link with the related website to create a backlink. If the website is not a related website, then it will create a negative impact in SEO.

If you follow the google rule then its very beneficial but you should know what is google rule. Don't exchange your link with the same website.

would strongly advise against any kind of link exchanges. It's true, exchanging and swapping links is an extremely divisive topic in the SEO and link building community, and most experts prefer to use other strategies.
