Forum Posting, Article Submissions, Press Release, Guest Posting are some of the ways to get quality Backlinks. I would suggest you not to just rely on PR, since it is losing its importance. Go for high DA Sites which provides Do-Follow Backlinks.

To get high quality backlink, you should
-put the link in forum or website with high DA -Come to quality website with .gov and .org -Pay attention to the website' content, be sure its content relates to your site content -Dofollow links are good but nofollow links from social media are needed.
