Bounce rate is the percentage of visitors that open a website and leave before spending an amount of time that is deemed significant by the search engine.

The bounce rate is the percentage of visitors to a particular site who navigate or “bounce” away after only viewing that individual webpage. Usually, the term 'bounce rate' has a negative connotation associated with it.

Bounce rate count when user open or visit a webpage and instead of staying users left the webpage. This is called bounce rate and increase bounce rate always seo ranking.

Yes it effects seo becuase google will take it as your website is not upto the mark ad there is nothing informational.
