Photoshop, or Paint.NET?

I'm completely new to graphic design; I'm looking to create impressive skins for forum software using CSS and Paint.NET. Should I steer clear of that, and pay for Photoshop instead? Is there any significant difference?

Designing is best way to make website, logo, card and so on. CSS is stands for Cascading Style Sheet. It is one of the important factor in website design. Adobe photoshop is graphics editing program published by adobe systems. There are many tools for image editing in adobe photoshop like crop tool, drawing, painting and so on.

Photoshop is the industry standard for designers who want to accomplish skills in the graphic industry. It is THE tool to get for doing so and I recommend getting this software although it is quite expensive $800 for the full version. You can however get Photoshop Elements which is a downscale version which doesn't have as many bells and whistles but you are still able to accomplish much.

I recommend Photoshop as it is very user friendly with easy functionality and it’s the best tool for a graphic designer as it caters to all aspects of designing. Moreover, Photoshop is very popular in comparison to Paint.net and hence varieties of tutorials are designed for Photoshop. This will enable a novice in Photoshop to use it in the best possible way and produce good results.
