Guys, HTML and PHP are not tools!
Are programming languages.

So, the best tool, is to learn basic html and programming language (like php, asp)

If you just aren’t ready to take the Creative Cloud route, Adobe still offers Dreamweaver CS6 and other Creative Suite applications under a traditional software license

Photoshop and dream weaver are the best tools to work as a web designer.

Notepad plus plus also a very good light weight html edit which i am using currently.

Managing media query blocks has been a hassle. Do we keep our ‘medium’ styles in a block at the end of our stylesheet? Or do we go a step further and create separate CSS files containing our medium styles?

I've been using WordPress to build client sites for about 4 years now and everyone seems to love it. It's extremely customizable and makes it easy for clients to manage and update their own site.
