Keyword stuffing is a search engine optimization (SEO) technique, considered webspam or spamdexing, in which a web page is loaded with keywords in the meta tags or in content of a web page in an attempt to gain an unfair rank advantage in search engines.

Keyword stuffing is you can't repeat the sentence two, three times in one paragraph. Keyword stuffing is the practice of inserting a large number of keywords into web content.

Keyword stuffing is a one-page process that causes a website to flood with a specific keyword that causes the search engine to rank that page higher than it deserves.
Sounds very reasonable right?

And of course, this approach has been effective for many years. To enhance your website ranking, all you have to do is put your main keyword into the title, meta description tag, meta keywords tag, and use that keyword multiple times in the article content. You can boost your rank significantly literally. Simply by increasing your keyword density by 10-15%
To generate more relevant search results, Google has developed a more effective solution to evaluate the relevance of websites. This process began with the introduction of the Google Panda algorithm in 2011. Search relevance was improved after the Google Hummingbird algorithm was born.

Google Panda refines and removes websites with low quality content, duplicates or sketchy content. Hummingbird is designed to focus on the meaning or the meaning of words. With these two important algorithms, Google has prevented the display of poor quality and spammy content from appearing in search results.
Note: Keyword density should not exceed 5%. This will prevent you from cramming keywords.

Using of keyword again and again in the content is called keyword stuffing.
