What do you think about this method of promotion, like CPC systems?
As far as this method is effective? or may be better to choose a CPA systems?

Who was this experience, what you say? I just think, look after the options.

CPC is cost per click where you can get your website in the top of search engines quickly without doing any SEO. But you need to join google adwords program, start campaigning and pay google for every clicks that you get for your website.

CPC and CPA both are marketing tips to promote services/business on search engines. It depends on your services if CPC or CPA is better. You should practice CPC for a month and CPA for another month then compare your result. You will get which one is the best.
