Check your webmaster for messages from google, if it's a manual penalty they clearly tells you the reason why your site got penalize! so, follow their instruction if you you site is having duplicated or spammy content revamp you whole website, check your backlinks> Focus on improving the quality of your website, After that send it google for re-consideration!

Stop indexing of your website and uploading robots.txt file, than remove bad links and poor content from website. After some time index your website again.
