You need quality backlinks on high PR sites. Sites also need to be relevant to your niche. Additionally you have to wait for an update on your PR to change and it could take a long time. Thus it is beneficial but efforts and consistency are required.

Page Rank a Value or Weightage given by search engine to any page, these values lies between 0-10. it shows how much a page is important in front of any search engine, these importance decided by sevral parameers, backlinks one of them.
